Gotham City. Every creep, crook, and crazy lives in this damn city. Once Batman disappeared things in Gotham went downhill. First a group calling themselves the "Royal Court", show up driving every citizen into hiding. Then The Dollmaker, who had gripped the city in terror for over three years, returns after a two year hiatus with a vengeance. And to make things worse, The Oz Killer decides to make themselves known. Doesn't Gotham have enough problems? It seems an underground war is bubbling up. The Rouge Gallery doesn't seem to agree with some of these new villains and will do what they can to silence the ones they don't like. Things don't get any better when The Dollmaker has it out for the King of the Royal Court. The Oz Killer also makes it very clear that they are going to win this underground war and has put a price on The Dollmaker's head. However, one question is coming from everyone. Where the fuck is Batman?
